Australia's public service has spent years reducing its reliance on external consultants, building a permanent internal body specifically to rebuild the capability government used to outsource. It's slower than hiring a consulting firm for a six-month engagement. That's the point.

Outsourcing capability gets you a result. Building capability gets you a team that can produce that result again, without writing another check. Most organizations, government or private, default to outsourcing under pressure because it's fast and the outcome is visible quickly. Few default to building, because it takes longer to show up on a dashboard and someone has to defend that patience in a budget meeting.

This is the real trade-off behind every "buy vs. build" people decision: buying solves this quarter. Building solves every quarter after this one.

The lesson: Before your next big external hire or consulting engagement, ask one honest question: are we solving this problem, or are we outsourcing our ability to ever solve it ourselves? Sometimes the consultant is right. But if the same type of problem keeps needing the same type of outside help, you don't have a resourcing gap. You have a capability gap you've been paying to avoid closing.
