South African state prosecutors have reinstated bribery charges against former cabinet minister Zizi Kodwa, a prominent figure in the ruling African National Congress, in a move seen as a key test of the country’s faltering anti-corruption drive.

Kodwa, who previously served as Minister for Sports, Arts and Culture and earlier as deputy minister of state security, is accused of accepting the equivalent of $85,000 from a businessman linked to lucrative technology contracts for the City of Johannesburg. The alleged payments are said to be tied to tenders for upgrading and maintaining municipal software systems, part of a broader wave of procurement deals that have drawn scrutiny from investigators and anti-graft bodies.

The case has had a turbulent history. Local prosecutors initially brought charges after an investigation by South Africa’s Special Investigating Unit and testimony before the judicial inquiry into state capture, which heard claims that Kodwa received luxury travel and cash from private sector interests seeking influence. Months later, however, the charges were withdrawn, with regional authorities arguing that the evidence then available did not support a reasonable prospect of conviction.

National prosecutors later revisited the matter, briefly reviving the case before again stepping back. The latest decision to proceed follows further review by the National Prosecuting Authority, which has been under intense pressure to demonstrate that senior political figures will be held to account after years of revelations about graft at the highest levels of government.

Corruption has taken a heavy toll on South Africa’s public finances and public trust. Estimates presented to the state capture inquiry suggested that graft and maladministration may have drained more than $31 billion from the economy over the past decade, affecting everything from power generation and rail transport to municipal services.

The reinstatement of charges against Kodwa comes shortly after former ANC parliamentarian Vincent Smith began serving a prison sentence on fraud and corruption counts, becoming one of the first high-profile politicians to be jailed in connection with the state capture era.

For the ANC, which lost its parliamentary majority for the first time in the democratic era, the case underscores the political cost of years of scandal. Analysts say the prosecution of Kodwa will be closely watched as a measure of whether South Africa’s justice system can move beyond inquiries and reports to secure convictions against powerful figures once seen as untouchable.
