Nigeria is taking steps to strengthen its research capacity through a new collaboration with the European Union that will allow Nigerian researchers to participate more actively in the EU’s flagship research programme, Horizon Europe.

On February 23, 2026, Nigeria and the European Union opened negotiations for a bilateral science and technology cooperation agreement at the Federal Ministry of Innovation, Science and Technology in Abuja. The proposed agreement is expected to create a formal framework for scientific collaboration and expand Nigeria’s participation in the EU’s major research and innovation programme, Horizon Europe.

The partnership aims to deepen cooperation in areas such as climate change, health research, digital technology, agriculture and renewable energy. Through the programme, Nigerian universities, research institutions and innovators will gain access to international research networks, funding opportunities and collaborative projects with European scientists. 

Officials say the agreement marks an important step toward strengthening Nigeria’s innovation ecosystem and promoting science-driven development.

According to the Nigerian Ministry of Innovation, Science and Technology, the initiative will create new opportunities for Nigerian researchers, startups and universities to participate in joint programmes and benefit from international funding mechanisms under the Horizon Europe framework. 

The programme also establishes pathways for academic exchange, collaborative research and technology transfer between Nigeria and European countries. 

Expanding Nigeria’s Research Participation

Evidence of growing collaboration between Nigerian and European researchers is already visible. Reports indicate that Nigerian organisations are currently involved in at least 55 research projects under Horizon Europe, receiving approximately €20 million in funding, particularly in sectors such as health, agriculture, food systems and environmental research. 

In addition, Nigerian researchers are participating in 12 projects under the Global Health European and Developing Countries Clinical Trials Partnership, a research initiative that focuses on combating infectious diseases and strengthening health systems in Africa. 

Experts believe these collaborations could significantly improve Nigeria’s research capacity and global scientific visibility.

Ambassador Gautier Mignot, the EU Ambassador to Nigeria, described the partnership as a strategic step toward addressing global challenges through scientific cooperation.

“We are not starting from scratch. Our researchers already cooperate actively under Horizon Europe,” he said, noting that the agreement will provide a stronger framework to expand research collaboration between Nigeria and Europe. 

Opportunities for Universities and Young Researchers

The partnership is expected to benefit Nigerian universities and research institutions by strengthening their institutional capacity and enhancing the competitiveness of local innovators.

Experts note that international collaborations often provide access to advanced laboratories, technical expertise and global research networks that may not be readily available locally.

Officials involved in the programme say Nigeria’s large youth population and expanding technology sector make the country a strong partner in global innovation efforts. 

They also believe the collaboration could support Nigeria’s transition toward a knowledge-driven economy by encouraging research that addresses real-world problems such as food security, digital inclusion and climate resilience.

Challenges Facing Nigeria’s Research Sector

Despite the opportunities presented by the partnership, analysts say Nigeria must address several challenges to fully benefit from international research programmes.

These challenges include limited funding for scientific research, inadequate laboratory infrastructure and weak links between universities and industry.

Scholars have argued that improving research facilities and digital infrastructure in Nigerian tertiary institutions will be crucial if the country hopes to maximize the benefits of global scientific collaborations. 

Looking Ahead

Negotiations between Nigeria and the European Union are expected to establish a long-term framework for scientific cooperation and innovation. Once fully implemented, the agreement could strengthen Nigeria’s participation in global research networks and promote technological development across several sectors.

For Nigeria, the partnership represents more than a diplomatic milestone. It signals an effort to position the country as a more active contributor to global scientific discovery and innovation.
