The Oyo State Government has shut down Ar-Rahmon Khabul Herbal Nigeria Limited in Ibadan after investigations confirmedOyo Seals Ibadan Herbal Firm Over Environmental Violations serious environmental breaches and public health risks linked to its operations.
The facility, located at 20 Cele, off Tioya Oritamerin Road in a densely populated neighbourhood, was sealed by officials of the Oyo State Rule of Law Enforcement Authority in collaboration with the Ministry of Environment and Natural Resources.
Chairperson of the enforcement authority, Justice Aderonke Aderemi (retd), said the clampdown followed multiple petitions from residents who complained of persistent offensive odours and health challenges they believed were connected to the companyโs herbal production activities.
According to her, joint inspections revealed that the firm was operating a full-scale herbal manufacturing plant in a residential area, contrary to environmental and public health regulations that restrict such activities to properly designated industrial zones.
Investigators identified tobacco leaf as a major raw material in the production process, generating what officials described as a strong, putrid odour. The fumes were assessed as potentially hazardous to nearby residents and capable of causing long-term respiratory and other health problems.
Further findings showed the emission of harmful and toxic gaseous substances into the atmosphere, the discharge of untreated wastewater into a nearby community water body, and the accumulation of solid waste within the premises despite the companyโs claim of engaging a waste contractor.
Inspectors also faulted the firmโs chimney, which was said to be too short and positioned directly toward surrounding homes, increasing residentsโ exposure to smoke and chemical emissions.
Justice Aderemi explained that before the premises were sealed, the authority had issued an abatement notice ordering the company to cease operations and relocate within 21 days, in line with the Oyo State Environmental, Sanitation and Waste Control Regulations. The firm allegedly failed to comply, prompting the enforcement action.
She stressed that air pollution, hazardous waste discharge and improper waste management constitute clear violations of environmental laws and would not be tolerated, regardless of the nature of the business involved.
The enforcement authority reaffirmed its commitment to continuous monitoring and strict application of environmental regulations, insisting that the safety and health of residents take precedence over commercial interests.
